[Jhpiego Indonesia] : Baseline Coordinator – KBPP Pilihan

Background


In 2015 to 2019, Jhpiego through the “Pilihanku” program, seeks to support the Government of Indonesia (GoI) to increase the family planning services coverage, especially postpartum family planning (PPFP). The “Pilihanku” program has succeeded to increase the PPFP counseling coverage from 3.2% in 2015 to 79.5% in 2019 and increase the PPFP uptake coverage from 9.1% in 2015 to 42.5% in 2019.


Postpartum family planning (PPFP) is a proven intervention that prevents needless maternal, infant and child deaths as documented in numerous medical journals. The provision of high-quality PPFP is globally endorsed by the World Health Organization’s (WHO’s) Programming strategies for postpartum family planning and is recognized by the U.S. Agency for International Development as one of the family planning (FP) high-impact practice.


In 2020, Jhpiego proposed to expand and improve the PPFP services quality through the “KBPP Pilihan” program starting June 2020 to July 2023 in 12 districts in 3 provinces (West Java, Central Java and North Sumatera). “KBPP Pilihan” aim to address gaps related to health workforce, information, contraceptives, financing, leadership/governance and community barriers and gaps that are associated with introducing PPFP. The project will also aim to generate practical recommendations for wider PPFP scale-up as part of GOI initiatives.


The baseline will be conducted in all health facilities in 12 districts, aim to understand the implementation of PPFP counselling and uptake in the health facility, explore the recording and reporting of PPFP counselling and uptake services, and find out gaps the PPFP coverage before and after the project intervention.


Data collection method


The data collection will be conduct through the document review method, in the selected health facilities. The selected health facilities are consisting into new intervention and raising health facilities (from the previous project intervention). For raising health facilities, the documents used are register books developed by “Pilihanku” project, while for new health facilities, the documents used are the available register books in each health facility. The data entered into the dashboard will be used for triangulation.


The project KBPP Pilihan need data collectors to support the implementation of this baseline. The Baseline Coordinator will work under the coordination of MEL Specialist, supervised by Research and Evaluation Director.


Scope of Works

In general, Jhpiego team, coordinator and data collectors will be working closely as one team

  • Commitment to be fully involved in the study during data collection period.

  • Attend the training (full)

  • Have understanding in the concept and procedures of data collection

  • Understand each question and the data sources used

  • Communicate with the data collectors to setting the field in district; including develop day-to-day schedule of field work

  • Working closely with the program officer for field preparation, such as contacting district health office and health facilities

  • Coordinate with the entire research team (Jhpiego team and Data Collectors)

  • Ensure data quality collected and supervising the work of data collectors, including dealing with day-to-day data collection matters

  • Cross-check for the completeness, consistencies (data logic), readability of the writing

  • Supervise field activities in districts and health facilities

  • Responsible for the data quality

  • Coordinator will report directly to MEL Specialist


Requirements

  • Have relevant education background (e.g. public health/ medical doctor/ midwife)

  • Have experienced as data collector for both quantitative and qualitative approaches

  • Have experienced in coordinate data collector team

  • Already get vaccinated for Covid-19

  • Agree to travel to the study sites (Brebes)
