[Save the children] : Innovation Project Officer

ROLE PURPOSE:

The Innovation Project Officer will provide essential support to project implementation of Sumba Future Changemakers Program. S/he will be working with the Sumba Field Manager, Child Participation Specialist, Innovation Manager, CRG Advisor, and other team members to achieve project success, which include administrative, operations and coordination with external stakeholders and internal support teams. Project implementation duties include ensuring all program activities are implemented according to plan and at a high-level of quality; all reporting and planning is completed in a timely manner and at a high-quality; all communications are completed in a timely and accurate manner; coordinate well with key external stakeholders; all child safeguarding controls are enforced; and financial and administrative management adheres to Save the Children Indonesia policies, regulations, and good practices. The position will require travel to field locations in respective geographic area.


In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.


SCOPE OF ROLE:

Reports to: Innovation and Child Right Specialist Work Dimensions: Save the Children Indonesia is changing for the better. We've begun to build a national organization that aims to be a strong, local, and self-sustaining voice for children in Indonesia. To this end, SC Indonesia has been designated as a “Prospect Member”. As ‘Prospect Member’ Indonesia has been identified as part of the next way of new member development, which focusses on strengthening and localizing our voice for children in strategic middle-income countries. Indonesia has been authorized by member ballot to start fundraising locally as a first step towards building a financially sustainable local organization. Future work will also involve developing a strong local governance structure and building key partnerships with local government, the private sector, local civil society among others. Success of the pilot phase will set the Indonesia on a pathway to full membership


KEY AREAS OF ACCOUNTABILITY

Actively involved in developing and implementing high quality programs

  • Work with Child Participation Specialist for Sumba Future Changemakers Program implementation and delivery of high-quality programming in line with the objectives of the country strategy, thematic and area strategies, and quality framework

  • In close coordination with the Child Participation Specialist, ensure that all programs progress is completed within time and on budget.

  • Ensure that the field level activities are implemented in a timely and quality manner. Including supporting the development and maintenance of relationships with key local stakeholders as well as elected officials and other NGOs.

  • Collaborate with other teams within Save the Children Indonesia (i.e., Technical Advisors, Business Development, Fund Raising, Operations, etc) in the execution of the program.

  • Ensure integration of Child safeguarding into program work as per foreseen design (including proper risk assessments of program activities with mitigation measures) to ensure safe environment for children.

  • Ensure programs are implemented in ways responsive to the communities, and children in line with Save the Children principles, values and strategic plan and following Save the Children compliance procedures. This includes working with government, NGO-partners and other stakeholders to strengthen national capacity

  • Help establish, maintain, and improve active and regular working relationships with: host government authorities, partner agencies and local and international NGOs

  • Ensure information exchange with key local government officials and other key stakeholders to maximize their participation in the delivery of project activities in related areas, and advocate for sustainability and scale up of Save the Children Indonesia’s good practices.

  • Support timeliness and quality of donor reports.

  • Support external collaborators and partners in implementing program in line with the quality framework and benchmarks, including monitoring, evaluation, accountability, and learning.

  • Support synergy among different projects and integration of different sectors.

  • Identify and promptly communicate to management any problems in implementation

Financial Management

  • Support Child Participation Specialist in development of budgets and monthly projections.

  • Ensure effective and efficient use of Program resources in line with Yayasan Save the Children Indonesia policies and procedures and donor requirements.

  • Support regular monitoring of budget versus actual expenditures and proactively propose any modifications to expenditure plans and projections.

  • Support the application of appropriate controls for Programs resources including accurate tracking of all expenditures.

  • Coordinate with the Finance unit to produce accurate and timely financial reports

Administration, IT, Safety and Security

  • Ensure human resources policies are implemented and are in place.

  • Work with Safety and Security Focal Person to ensure that security policies and procedures are understood and strictly adhered to throughout the office, and that briefings, communication, transport, and other systems are developed and provided in support of the maintenance of good security for all staff and visitors.

Logistics

  • Ensure that all procurement is done in an appropriate, timely and transparent manner as per Yayasan Save the Children Indonesia Policies and procedures and internal audit requirements.

  • Collaborate with Support Services team in Area Office.

  • Ensure office premises, assets and equipment are maintained in line with Yayasan Save the Children Indonesia policies.

  • Ensure there is efficient travel management of all personnel and visitors in the field location.

  • Ensure all visitors are supported and receive logistical support from the appropriate staff.

QUALIFICATIONS, EXPERIENCE, AND SKILLS

Essential:

  • Bachelor’s Degree or equivalent in a relevant field.

  • At least 3 years related experience in implementing programs with international NGOs or multinational companies

  • Proven skills in technology use for administrative and project support

  • Self-starter with an interest in innovation & design thinking

  • Self-motivated and highly flexible individual who can manage multiple tasks and priorities

  • Excellent verbal, written, and presentation skills

  • Excellent interpersonal skills and ability to work both independently and as a team member

  • Ability to work on tight deadlines

  • Empathetic, creative, adaptive, networked mindset

  • Attention to details and able to work systematically

Desirable:

  • Experience in developing digital products or programmes

  • Experience in liaising and working with subnational government officials
