Background

MAHKOTA (Towards a Strong and Prosperous Indonesian Society) is an Australian Government-funded program supporting the Government of Indonesia (GoI) to improve its social protection system to reduce poverty and inequality. MAHKOTA is a six-year, $80 million program that, according to current contract arrangements, will conclude on 30 June 2022. MAHKOTA operates as a flexible facility that responds to GoI priorities, provides top Indonesian and international expertise as well as allows GoI to attempt innovative policy reforms and initiatives. MAHKOTA’s goals are for a comprehensive and equitable social protection system for the whole of Indonesia by 2025 and to reduce poverty and inequality.


A key feature of MAHKOTA is that support to GoI is primarily provided through the Secretariat of the National Team for the Acceleration of Poverty Reduction (TNP2K). TNP2K is a coordinating body under the purview of the Vice President that coordinates poverty reduction efforts across fifteen-member line ministries. With support from MAHKOTA, the TNP2K Secretariat functions as a think tank that designs and implements initiatives such as research, evaluations, and pilot projects with the intention of informing and influencing social protection and poverty reduction policies.


MAHKOTA also provides technical assistance to line ministries that play key roles in planning and implementing GoI’s social protection programs, including the Ministry of Social Affairs (MOSA) and the National Development Planning Ministry (Bappenas).


To achieve its goals, MAHKOTA has three primary contributing outcomes:


1. Effective Coverage of Inclusive Social Protection & Productive Inclusion

2. Improved Access to Inclusive Social Protection

3. Contributions to Macro-Economic Policy related to Inequality and Social Protection


MAHKOTA Monitoring and Evaluation (M&E) team utilises key monitoring methods to capture initiative progress, emerging priorities and assess initiative performance, and feed lessons learned back into implementation. Key monitoring methods include: Bi-monthly monitoring meetings with TNP2K working group/unit and MAHKOTA initiative team; Six-monthly workshops with TNP2K working group/unit and MAHKOTA initiative team; contextual media monitoring and analysis of reports and other documentation (including back to office reports, meeting minutes and meeting logs). Internally, MAHKOTA uses information from workshops and monitoring meetings to produce six-monthly reports to the Australian Government. High-quality process documentation and effective time are needed to capture significant information generated from the discussion process during workshops and monitoring meetings


In addition, as part of monitoring and evaluation (M&E), the MAHKOTA M&E team also runs several regular meeting mechanisms such as Community of Practice for M&E focal points from each unit/working group, monthly meetings with all TNP2K Working Groups/Units and MAHKOTA initiatives, as well as workshops with external stakeholders such as ministries/agencies and other donors. Subsequently, in this year and the following, M&E MAHKOTA will also be busy with internal studies and evaluations, which will be focusing on different data collection as well transcribing support at certain activities.


Considering the above, MAHKOTA hopes to be able to attract individuals with experience in documenting processes such as minutes, transcripts, meeting records, and making summaries and meeting reports, especially regarding topics/events relevant to the MAHKOTA work area.


Objective

The documentation process activities are intended to document the activity run by the Monitoring and Evaluation (M&E) team and to produce reports (meeting report, workshop report, transcribing, and other M&E portfolio report).


Scope of services

Interested candidates are expected to carry out their tasks and produce work as follows:


1. Produce summaries and/or compile program updates (if necessary) prior to meeting/workshop

2. Perform audio recording from the workshop/meeting process as a backup file to clarify and re-check the preparation of meeting/workshop reports

3. Record the meeting process with accurate detail and attention to the important points of the conversation

4. Produce workshop/meeting notes in verbatim (if requested)

5. Produce final meeting/workshop reports with acceptable standards

6. Maintain stringent standards of personal behaviour in interactions with children and take steps to report concerns about child abuse or risks to children.


Period Interested candidates are expected to provide time availability for up to 20 days of workshop/meeting/notetaking assignments and any additional tasks if requested between the period February – June 2022.


Quality Control and Review

Interested individuals must be able to ensure a quality assurance mechanism systematically to avoid products that are below the standard and to minimize information recording errors. These quality assurance mechanisms include:


• Re-check summary reports of meeting reports on audio recordings of meeting/workshop processes;

• Check and confirm to MAHKOTA if there are things that need to be re-confirmed.

• Ensure proper use of spelling and punctuation in verbatim notes and meeting/workshop reports.

• Pay attention to details and do editing work to correct spelling errors or writing errors.

• Using the Indonesian language that is good and correct in accordance with the rules of EYD in writing meeting/workshop reports.


Selection Criteria

• Accurate Bahasa Indonesia (EYD) spelling and grammar skills, ideally with experience in notetaking

• Ability to provide clear, succinct and relevant notetaking reports

• Good IT skills and access to a computer (reports need to be typed up and formatted)

• Ability to work on own initiative, independently and to deadlines

• Ability to work in a team • Well organised, punctual and reliable
