Background

During the Covid 19 pandemic, especially in the peak of the Covid case in June-middle of August 2021, Indonesia experienced upsurged demand for medical oxygen. It was estimated that the oxygen need was more than 2500 tons/day, whereas the regular/normal capacity was only 400 tons/day. The maximum production scale for medical oxygen was only 1700 tons/day. This situation had made a significant gap in oxygen demand in a very short term. Consequently, the need for oxygen distribution also increased, and there was a lack of transportation mode, including insufficient filling station capacity to cope with the increased demand. Health facilities also experienced problems with a limited number of oxygen cylinders. These factors had created slow access to get medical oxygen. There is a need to reassess the actual distribution capacity, supply chain system, and mitigation plan to overcome the oxygen problem in the near future.

This project aims to assess medical oxygen to obtain three main results, covering; a) recent situational analysis in oxygen demand & distribution with detailed identification of problems in production, supply chain system, and market landscape of medical oxygen, comprehensive understanding of the need and gaps of O2 in selected HFs in the selected area with high burden covid cases & come up with potential technical solution and policy recommendation to address the above problems, b) developed forecast and plan provision of optimal medical O2 in coping up with a surge of covid cases and c) availability of mitigation planning based on the evidence-based situation.


Program Officer position description

Program Officer will provide operational support for managing programmatic work on supply chain management system, engagement with hospitals for oxygen provision, oxygen maintenance and hospital technician staffs capacity buildings, & support evidence-based planning as part of an oxygen preparedness plan.


We are seeking a highly motivated individual with outstanding credentials, strong programmatic, operational abilities, and excellent communication skills. The candidate must be self-driven, entrepreneurial, adaptable and have a high level of comfort with ambiguity. The candidate must be self-assured, a fast learner, resilient, and a strong team player, great value on relevant personal qualities: resourcefulness, responsibility, tenacity, independence, energy, and work ethic.

Specific Responsibilities:

  • Support program manager in establishing regional government and hospital networking for oxygen provision strategy.

  • Assist in coordination & communication with relevant oxygen suppliers, distributors, and oxygen producers for oxygen supply preparedness in the focus area.

  • Together with the program manager, provide technical assistance to the regional government in selected areas related to the oxygen supply chain.

  • Assist program with support in data collection, data validation and analysis, improving data quality for medical oxygen forecasting, and promoting data-based planning.

  • Assist program on hospital supply chain management & capacity building activities for oxygen planning & procurement.

  • Assist in coordination & communication with key stakeholders to support forecasting analysis & preparedness scenario

  • Support detailed calculations in the assessment process, develop forecasting needs in each hospital, and a preparedness plan for medical oxygen.

  • Support monitoring & evaluations in oxygen planning and data management with hospitals &/health facilities.

  • Willing to travel at appointed time & area, with sudden notifications.

  • Work closely and collaboratively with other team members to identify linkages and suggest approaches

  • Prepare high-quality reports, templates, SOPs, TORs, analyses, PowerPoint presentations as related to the above responsibilities

  • Perform other relevant tasks as required.

Qualifications:

  • University degree with 3-5 years of experience

  • Preferable candidate with experience in Medical Oxygen supply procurement and management

  • Sound understanding of Indonesian public hospitals management, structure, & bureaucracy

  • Have good knowledge of Indonesia’s health decentralization and regional government policy in the public hospital system.

  • Previous experience in hospital supply chain management and procurements

  • Strong communication skills, both oral and written, including preparing & performing presentation

  • High proficiency in office applications (Word, Excel, PowerPoint)

  • Have an alternative solution for unexpected problems that arise

  • Both have proven for working in a team as well as independent working

  • Able to meet quick deadlines and good time management

  • Experience work with the government or public system in general
