FELLOWSHIP OPPORTUNITY DESCRIPTION
Background:
USAID is a leader in the global fight against tuberculosis (TB) and supports anti-TB efforts in high burden TB countries. Embedded advisors, such as via STAR Fellowships, are a key component of the USAID Administrator's TB Accelerator initiative that aims to reach the UN General Assembly TB Declaration targets as well as to build the capacity and commitment of the host governments to ensure TB self-reliance through evidence-based TB programs.
Introduction:
In Indonesia, to achieve the target and implement the Tuberculosis elimination strategy as mandated in Presidential Regulation number 67 of 2021, it is necessary to increase the participation of the community, stakeholders, and other multisector. The Coordinating Ministry for Human Development and Culture Affairs (Kemenko PMK) was appointed as the Ministry in charge of ensuring the involvement of stakeholders in planning, budgeting, and implementing activities for TB control at the national and district levels through the establishment of a partnership forum.
According to the above mandate, the Coordinating Minister for Human Development and Culture (Menko PMK) serves as the person in charge of implementing the business process for establishing a partnership forum will stipulate a Coordinating Ministerial Decree concerning TB control partnerships consisting of ministries or government agencies, representatives of stakeholder, communities, and other multi-sectors. With the formation of a partnership forum, it is hoped that collaboration will occur so that the capacity of resources in TB control increases. The STAR Advisor will provide technical assistance to Menko PMK to strengthen the quality of implementation of partnership forum in supporting national TB program.
The tasks of the TB control partnership forum consist of:
Ensure the participation of communities, stakeholders and other multi-sectors in planning, funding, and implementation as well as monitoring and evaluation in order to increase the required resources.
Coordinate, synchronize and synergize the potential and resources of partners for the implementation of accelerated TB control.
Liaise between the TB Control Acceleration Team and the community, stakeholders, and other multi-sectors in TB control program.
Organize inter-ministerial/institutional/stakeholder coordination forums once a year and/or whenever necessary.
Compile analysis and recommendations submitted to the TB Control Acceleration Team.
Reporting structure:
The Advisor will work closely and receive technical direction from the National TB Program Manager MoH and Deputy Assistant for Disease Control and Management of Kemenko PMK who will serve as their Point of Contact and will work in close collaboration with USAID/Indonesia and USAID/Washington TB team. The Advisor will be based in Kemenko PMK Office.
Essential Duties and Outcomes:
Strengthen the quality of technical assistance for Partnership forum and multisectoral collaboration to build the capacity of the National TB Program and Kemenko PMK:
Support and assist the NTP and Deputy Assistant for Disease Control and Management of the Coordinating Ministry for Human Development and Culture in running a partnership for tuberculosis prevention.
Provide technical assistance for the implementation of the partnership for tuberculosis prevention and care, including the development of activity plans, administration of activities and reporting.
Support the data analysis, including to collect, validate, and analyze data using appropriate statistical information.
Make reports on the implementation of the tuberculosis prevention partnership activities, including to compile analysis and recommendations submitted to the TB Control Acceleration Team.
Work with NTP and Kemenko PMK to write reports on the implementation partnership for the tuberculosis prevention and care covering, but not limited to, technical aspects, administrations, and financial.
Maintain data confidentiality according to relevant guidelines.
Provide input for the development of simple and practical knowledge management mechanisms as required.
Improve implementation of Partnership and multisectoral collaboration activities:
Support Kemenko PMK in coordinating with partners consisting of stakeholders, communities, and other multi-sectors for regular partnership forum activities.
Support Partnership Forum to develop a model on effective collaboration and role distribution among partners based on their resources and priority targets.
Provide recommendations for strengthening the implementation partnership on the tuberculosis control program.
Anticipated learning outcomes: approximate 10% time
Apply technical knowledge in data analysis and TB to global health program activities.
Identify and leverage a broad network of peers and advisors within global health to enhance peer support learning and professional development.
FELLOWSHIP REQUIREMENTS
Required:
Minimum 2 years of relevant technical experience with master's degree public health, international relations, public relations, and relevant technical field or a minimum of 4 years of relevant technical experience with bachelor's degree.
Proficiency in MS Office software for data processing and survey tools (SurveyMonkey, Google forms, Open Data Kit) including Google platforms (Documents, Sheets, Drive, GMeet, Calendar).
Knowledge of mobile data collection platforms (such as Power BI, Tableau, etc) and previous experience conducting surveys or conducting qualitative and quantitative data collection.
Strong technical skills in public health, including the ability to compose and interpret materials on partnerships.
Experience in creating communication materials, such as success stories, fact sheets and infographics is desirable.
Strong interpersonal skills, self-motivated, multi-tasking and results-oriented, with the ability to be a good team player and communicate with multiple staff and beneficiaries as needed with the ability to meet deadlines under minimum supervision.
Good written and verbal communication in English and Bahasa Indonesia.
Demonstrated experience with learning new topics, especially related to public health, international donors, GoI systems, challenges, and opportunities in the health sector in Indonesia at national and local levels.
Availability to travel out of town when needed.
Indonesian citizenship required.
