Payband: 7/F Department: Finance Contract type: Fixed-term, 15 months

Role Purpose The purpose of this role is to support the Senior Programme Manager in the oversight and administration of the financial systems, processes and budget for the EU-funded Support to Higher Education in the ASEAN Region programme.

The candidate will work with a range of internal and external stakeholders to ensure that the programme is managed in a way that maximizes: value for money; EU satisfaction; compliance with British Council internal policy; compliance with the EU contract requirements and contribution to cultural relations impact.

Challenges The candidate is expected to provide clear management information to support project delivery and strategic decision making by senior project managers, and for partners, donor and beneficiary. The candidate is also expected to ensure all financial accounting regulations of both British Council and the donor organisation are applied. Coordinate financial reporting requirements, internally and externally, working with partners are also required. Work with delivery consortium partners particularly the financial management staff of consortium partners.

Main Accountabilities Financial Reporting and Control (60%) Financial Planning & Analysis Reviewing actual project income and expenditure monthly; ensuring accurate reliable financial data is always maintained in the finance system and the project financial management toolkit; with these being reconciled against the contract budget.

Client Finance Maintaining adherence to EU finance policies throughout the programme.

Delivery Finance Procurement work focusing on proper documentation collation; claim checking (including travel& subsistence) submitted by British Council project team, consultants, and partner organisations; managing all aspects of internal and external audits, in coordination with the local country and EU reporting requirements

Programme Implementation (40%) Providing financial support to the Senior Programme Manager and management team in execution of project-related operational finance activities; evaluating the financial performance of the project regularly, together with the Project Board, the partner organisations and the Regional Finance Team

Requirements • Candidate must have the right to live and work in Indonesia • Criminal record check required • Some business travel maybe necessary and could potentially include weekends on occasion • Degree in Financial Management, Accounting, or equivalent • Fluent in Bahasa Indonesia • Proven experience on EU contracts and project management • Knowledge in Finance/Accounting system such as SAP, etc will be an advantage • Proficiency in all Microsoft office applications • Good negotiation skills in dealing with stakeholder agencies, related to project management
