[FAO ECTAD Indonesia] : Operations Assistant

FAO ECTAD Indonesia Programme through the Global Health Security Programme (GHSP) works with the Government of Indonesia to maintain health resilience, which is a global priority, particularly on diseases that emerge and spread through interactions between wildlife, livestock, and humans (zoonoses). GHSP is expected to strengthen Indonesia’s health system and increase its independence in preventing, detecting, and responding to zoonotic diseases and high-risk disease outbreaks, especially those with potentials of becoming pandemics. The project is implemented in partnership with the Ministry of Agriculture’s Directorate General of Livestock and Animal Health (DGLAHS) with the financial support from the United States Agency for International Development (USAID).

To achieve the Effectiveness of Communication to the implementation GHSP established, the Operations and Administration Division of FAO ECTAD (Emergency Center for Transboundary Animal Diseases) Indonesia Programme needs a support from a full time Operations Assistant.

Under the functional and administrative guidance of the FAO Representative Indonesia and the overall supervision of the FAO ECTAD Indonesia Programme Team Leader, under the general guidance of the Operations Coordinator and the Country National Veterinary Advisor (CNVA), and the direct supervision of the National Operations Officer, the Operations Assistant is responsible for the following duties:

Specific responsibilities will include:

  1. Assist with the overall planning, implementation and monitoring of GHS Project Technical Areas activities in collaboration with the relevant FAO ECTAD Indonesia teams;

  2. Assist in the logistics preparation and implementation of conferences, meetings, workshops, trainings and missions for the Technical Area and other FAO ECTAD activities as required;

  3. Assist in drafting and managing correspondence between the project and outside stakeholders;

  4. Assist with preparation of draft TORs for Technical Area project events.

  5. Assist in project implementation follow-up, drawing the attention of the supervisor or other senior staff to problems, inconsistencies, and delays.

  6. Assist in the development of project strategies and work plans for the FAO ECTAD Indonesia project, in close cooperation with government counterparts.

  7. Act as the programme’s focal person for specific ECTAD project activities as designated by the CNVA and Senior Technical Advisor of each Technical Area.

  8. Assist in coordinating operational administration, logistics and field operations of FAO ECTAD project activities, in compliance with FAO operational guideline, under the coordination of the National Operations Officer

  9. Assist in the production of project projection plans for the procurement of goods, services, and supplies, and for expansion of project activities as necessary.

  10. Support the CNVA and Senior Technical Advisor of each Technical Area in liaising with government counterparts, project partners, donors and other stakeholders.

  11. Support the CNVA and Senior Technical Advisor of each Technical Area to prepare project reports.

  12. Perform any other relevant duties as required.

Key Performance Indicator

Expected Outputs:

  • FAO ECTAD Indonesia – GOI strong relationship for GHS program implementation established

  • Submission of training, workshop or meeting TOR and estimated budgets to the Operations unit at least 10 working days before the event

  • Delivery of project activities on time and within budget

  • Regular monitoring of program expenditure

  • Completion of input to project reports on schedule

Required Competencies

Academic Qualifications:

Diploma or bachelor’s degree in a relevant subject

Technical Competencies and Experience Requirements:

  • Minimum of three years of work experience in the field of programmatic and/or operational support or in other related fields.

  • Experience in working with UN agencies is desirable

  • Ability to manage priorities and workload within the general schedule of work, instructions and standardized practices

  • Ability to self-motivate and foster teamwork

  • Excellent written and spoken English, speaks Bahasa Indonesia fluently

  • Good English memo composition and editing skills

  • Proficiency in MS Office, particularly Word, Excel, and PowerPoint

  • Ability to work with individuals from different cultural/ national backgrounds; good interpersonal and communication skills.

Languages: Proficiency in both written and spoken English is required

Duty station: Jakarta, Indonesia with possible field trips as necessary

Duration: Initially 3 months (expected start date of the assignment is soonest), with the possibility of further extension, subject to satisfactory performance.
