[FHI 360] : National Coordinator Improving ART patient coverage

PROJECT DESCRIPTION:


Meeting Targets and Maintaining Epidemic Control (EpiC), a five-year global project funded by PEPFAR and USAID, is dedicated to achieving and maintaining HIV epidemic control. The EpiC project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, care and treatment programming, and viral load suppression. EpiC is led by FHI 360 with core partners Right to Care, Palladium, Population Services International (PSI), and Gobee Group. The project also draws upon regional resource partners to provide TA, as well as global resource partners who bring unique capacities. Until September 2021, the EpiC Project will run simultaneously with the end of the LINKAGES Project in Indonesia which is also managed by FHI 360.


The LINKAGES/EpiC team’s approach to TA is guided by four mutually reinforcing principles: (1) a focus on speed, scale, standards, and sustainability; (2) customization according to local priorities, financing, epidemiology, and the differentiated needs of target populations; (3) adaptive management based on results; and (4) transition of TA and DSD to local and regional partners to enable them to receive direct awards. In addition, LINKAGES/EpiC applies human-centered design thinking to resolve persistent challenges along the HIV service cascade.

The LINKAGES/EpiC approaches includes:

  • Attain and maintain HIV epidemic control among at-risk adult men, women, and priority populations

  • Attain and maintain HIV epidemic control among key populations

  • Improve program management, health information systems, HRH and HIV financing solutions to attain and maintain epidemic control

  • Support the transition of direct funding and implementation to capable local partners to meet PEPFAR’s goal of providing 70 percent of its funding to local partners by 2020

JOB SUMMARY/DESCRIPTION:

In order to accelerate the achievement of the above objectives, LINKAGES/EpiC Indonesia collaborates with the Indonesian HIV VCT Counselors Association (PKVHI) to support funding and strengthen the capacity of 3 National Coordinators to increase ART patient coverage. The staff position will work under the leadership of PKVHI and the HIV/AIDS and STI Sub-Directorate of the Ministry of Health.


The National Coordinator for Increasing the coverage of ART patients in Indonesia is responsible for the coordinated implementation of activities to increase the coverage of ART patients in his/her guidance area in accordance with the achievement target of the number of patients enrolled in the ART program.


National Coordinator The increase in the coverage of ART patients in Indonesia will be divided into 3 based on regional responsibilities in Indonesia:


Regional I (West Java, DKI Jakarta, Banten, Aceh, West Sumatra, Riau, NTB, NTT, West Kalimantan, South Sulawesi, Southeast Sulawesi, Gorontalo).


The position will be based in Jakarta, Indonesia. Indonesian nationals are encouraged to apply.


Suitably qualified candidates openly living with HIV and/or who are representative of the key populations affected by HIV are also actively encouraged to apply.

DUTIES AND RESPONSIBILITIES


The National Coordinator for Increasing the coverage of ART patients in Indonesia has the following duties:

1. Carry out coordination which includes:

  • Monitoring and coordination of activities within services (between counselors, labs and CST) and involving the health office and peer support groups. This is done by checking the completeness of the achievement recording report.

  • Coordinate periodic evaluation meetings every quarter

2. Validate data:

3. Ensure all required forms are available

4. Ensure that the counselor’s report on the achievements made every day is recorded every month

5. Perform data input of achievements every week.

6. Analyze achievement data and identify problems that occur in the field and ensure the solution

7. Ensure targets and coverage are achieved

8. Set achievement targets by explaining to the respective service targets per month. The amount of the target varies between services and per month for example the number of targets that are not achieved this month will be an additional burden the following month.

9. Make a written report every quarter to the National of PKVHI with a copy to Regions and branches as well as the Provincial Health Office (PHO) and LINKAGES/EpiC

10. Conduct socialization and advocacy meetings

11. In the early stages of the program of activities, coordinating the technical education socialization meeting in the areas that are their responsibility by involving the Health Office, regional PKVHI and services

12. Conduct advocacy and networking with policy makers, inter-services, PHOs/DHOs, NGOs (especially KDS), PKVHI branches, regions and the National level

13. Perform other duties as

QUALIFICATIONS

Education/Experience:

  • Bachelor’s degree in public health, social science or related field.

  • Preferably 1 year’s relevant experience in administration field.

  • Working knowledge of office software, including Word, Excel and PowerPoint.

  • Must be well organized, self-starter with attention to detail.

  • Must have excellent communication skills and good command in both written and spoken Bahasa Indonesian. Good English skills desired.

  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues among key populations in Indonesia.

  • Ability to manage and complete numerous tasks with a high degree of organization and limited resources.

  • Experience of proactively identifying risk, addressing issues and appropriately communicating these to the project staff and country office as needed.

  • Able to work independently and on a team.

  • Ability to meet deadlines with strong attention to consistency, detail, and quality.

  • Ability to travel within country if needed.

  • Preferably have prior work experience on USAID programs with USAID/PEPFAR funded programs.
