Detailed Description of Tasks to be Performed:

Meeting Targets and Maintaining Epidemic Control (EpiC), a five-year global project funded by PEPFAR and USAID, is dedicated to achieving and maintaining HIV epidemic control. The EpiC project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, care and treatment programming, and viral load suppression. EpiC is led by FHI 360 with core partners Right to Care, Palladium, Population Services International (PSI), and Gobee Group. The project also draws upon regional resource partners to provide TA, as well as global resource partners who bring

unique capacities.

The EpiC team’s approach to TA is guided by four mutually reinforcing principles: (1) a focus on speed, scale, standards, and sustainability; (2) customization according to local priorities, financing, epidemiology, and the differentiated needs of target populations; (3) adaptive management based on results; and (4) transition of TA and DSD to local and regional partners to enable them to receive direct awards. In addition, EpiC applies human-centered design thinking to resolve persistent challenges along the HIV service cascade.


EpiC is currently being used as a funding mechanism by which to direct financial, programmatic and technical resources to assist Indonesia’s TB Recovery. EpiC’s TB Recovery program portfolio currently consists of (a) Intensify TB screening for all PLHIV and vulnerable key populations; (b) Test all persumptive TB cases among PLHIV; (c) Provide TB preventive treatment (TPT) to all aligible PLHIV; and (d) Optimize treatment for co-infected TB and HIV patients in HIV service setting.


JOB SUMMARY/DESCRIPTION:


The National TB Program established a TB resilience plan in early 2021 to ameliorate the impacts of COVID-19 on the TB response and to “catch up” and achieve pre-COVID-19 programmatic targets. The interventions focus on enhanced program monitoring, intensified case finding, accelerated TPT, safety considerations for health care workers, and increased service accessibility, all of which will be accelerated over the 2021 programmatic period.


EpiC Indonesia will hire two persons of Data Recording and Reporting Personnel, HIV-TB Recovery that are seconded to the sub-national Government, with the goal of ensuring timely, accurate and complete data that strengthens the real-time monitoring and implementation of the HIV-TB response in EpiC-targeted geographic areas.


This position will provide support and assistance to the District Health Offices and to EpiC technical team on HIV-TB Recovery reporting and recording implementation. She/he will coordinate with the FHI360 M&E/SI Unit and HIV-TB Recovery Team to provide critical data management support. She/he will be responsible particularly for HIV-TB Recovery data and ensure all HIV-TB Recovery data are handled, record and report efficiently and on time.


One position will be based in West Jakarta, while another position will be based in North Jakarta. Indonesian nationals are encouraged to apply. Suitably qualified candidates openly living with HIV and/or who are representative of the key populations affected by HIV are also actively encouraged to apply.


DUTIES AND RESPONSIBILITIES

  • Provide technical assistance to the DHO and health facilities for TBHIV recording and reporting in TB Recovery project area,

  • Provide assistance for troubleshooting and coordinate with the HIV and TB program if any issue identified.

  • Ensure that the data recorded are in accordance with the physical registers and other documents related to TBHIV.

  • Collect, verify, and analysis the TBHIV data at the district and facility level.

  • Ensure the quality and completeness of the data reported into the national information system (SIHA, ARK, and SITB)

  • Conduct field visits to the Puskesmas and hospitals to collect and verify the data.

  • Provide data analysis to the DHO and facilitate coordination and evaluation meetings to improve the data quality on monthly or quarterly basis.

  • Perform other duties as assigned.
