Overview
Jhpiego seeks Technical Advisor to support USAID MOMENTUM project at national level. USAID MOMENTUM is a four years program which aims to assist Government of Indonesia to effectively deliver quality essential primary health care services and contribute to reduce rates of maternal and newborn deaths. The program will mainly focus its intervention in NTT while also expanding its support to several other provinces (North Sumatera, Banten, East Java, South Sulawesi) with more specific intervention.
The post holder will mainly work closely with Chief of Party and Deputy COP to provide technical support for the whole project in the area of MNCH. This position will play significant role in providing technical standard, direction, guidance and measurement as well as capacity building. He/she will be responsible on the technical quality assurance of the project. As the Team Leader, he/she will need to have specific expertise in Maternal Health and Family Planning and act as specialist in that area.
Responsibilities
Technical
Support MoH and collaborate with National key-partners to develop and/or update evidence-based training materials, standards, job aids, and curricula, supervisory systems needed for implementation of the project to meet the needs of USAID and the project country governments.
Provide technical oversight, strategic direction and definition of integrated MNCH project activities.
Establish and implement a system to ensure technical quality of MNCH project activities and ensure integration with FP/RH interventions.
Provide mentoring and capacity building at the individual and organizational levels (including to health workers [doctors, nurses, midwives] and professional associations) in MNCH and quality of care.
Provide and facilitate mentoring and capacity building at the facility level to support health facilities to achieve accreditation.
Lead of aspects related to project implementation, research, advocacy, demand generation, and policy support, across project sites as required.
Lead the formulation of innovative approaches for scale up of targeted MNCH services.
Work closely with the MOH and the relevant national authorities and relevant key stakeholders to improve quality of care in the private sector.
Coordinate closely with MOMENTUM and other relevant USAID funded projects to identify synergies for improving MNH quality of care.
Program Compliance
Provide technical leadership to the development the project strategic plan, work plan, and project monitoring, in close collaboration with MOHs, donors, and other stakeholders to ensure timely implementation and compliance to the requirements and regulations of the award.
Work closely with the COP/DCOP on setting and completing project priorities and directions, and responding to requests for support from counterparts.
Work with the M&E team to design and implement innovative research studies, implement the M&E plan to regularly track data/results related to MNCH to inform adjustments in project implementation.
Collaborate with all local stakeholders and implementing partners such as; MOH and other partners to ensure that project activities are responsive to and in line with national priorities.
Document successes, lessons learned and challenges in implementation and prepare and contribute to timely quarterly and annual reporting of project activities as needed.
Supervise technical staffs.
Public Relations and Representations
Represent MOMENTUM for the project’s progress, achievements and lessons learned through participation in relevant technical advisory/working groups and professional forums representing the Project.
Work with Jhpiego in Indonesia to wider MOMENTUM global audience through various media types and fora, as appropriate.
Develop and maintain strong working relationships with USAID, Ministry of Health key representatives of other USAID / donor funded health programs and other key stakeholders in Indonesia to maximize resources and leverage synergies.
Develop, collaborate and strengthen engagement with key private sector stakeholders in Indonesia to develop strong and replicable model of maternal and neonatal deaths reduction.
Required Qualifications
A medical, nursing or public health graduate degree with at least eight years’ experience in quality improvement in one or more of these areas: Maternal, Newborn and Child Health, Immunization and Family Planning and/or Reproductive Health.
Possess detailed knowledge and practical experiences of applying quality of care measurement, quality improvement and assurance techniques and tools, and accreditation.
Flexibility to changing work environments and conditions will be essential.
Excellent communication skills and strong inter-personal and supervisory skills, including the demonstrated ability to lead, mentor and coach technical staff.
Ability to work independently and with team members and partners at all levels.
Strong analytical and conceptual skills and the ability to think and plan strategically.
Strong work experience with local and international partners in Indonesia.
Familiarity with USAID’s administrative, management and reporting procedures and systems.
Fluency in written and spoken English and Bahasa Indonesia.
Ability to travel within Indonesia up to 40%.
