PURPOSE OF ROLE
MOMENTUM is a four-year program (2021-2024), partnership between JHPIEGO and Save the Children, with a focus on improving quality of primary and referral services for maternal and newborn health, will build on the work of the USAID-supported Jalin and Expanding Maternal and Newborn Survival (EMAS) programs to support the GOI’s priority of strengthening Maternal Newborn-MN care at the national and sub-national level. This program presents a unique opportunity to reduce regional disparities in maternal and newborn mortality in Eastern Indonesia by developing and refining a scalable and sustainable model to reduce preventable maternal and newborn deaths replicable in other provinces. Evidence-based programming in these areas, particularly in the context of MNH, includes a wide array of high impact interventions. Guided by extensive research during the MCGL inception phase—the project narrowed focus to several interventions with proven high impact on MN mortality around three areas: 1: Enhanced health service provider capacity and team readiness to deliver routine and emergency MN services, 2: Improved district governance, facility referral networks, and community engagement, and 3: Improved data quality and use for decision making.
Momentum Country Global Leadership (MOMENTUM) project will start the project implementation in NTT province as well as at national level. To ensure the project implementation at district level in NTT, MOMENTUM will conduct the recruitment process DC position.
The District Coordinator will lead operation in targeted district and provide technical assistance to DHO related with MOMENTUM. This will include ensuring MOMENTUM activities are implemented according to the workplan agreed in that district with close support of the cluster team. District Coordinator will be responsible for ensuring gender integration in implementation. S/he will lead communication and coordination with SPM Cluster and ensure coordination with government counterparts and other stakeholders, responsible for networking, sharing and learning at district level.
As DC is Save the Children’s recruit/staff, the position also has dotted line to Senior Program Manager under Save the Children’s overall structure (SPM SC). Work closely with SPM SC, the DC shares the accountability to build the most positive and affirming work environment possible and ensure that the management, staffing and culture of the organization are suitably aligned with the mission, evolving goals and strategic ambitions aligned with the Member Accountability Framework and Minimum Performance Standards for Associate Membership.
QUALIFICATIONS AND EXPERIENCE
Essential
Minimum bachelor’s degree on Public health, midwife or nursing background.
3-5 years’ working experience with Government’s health system (eg working in Puskesmas, hospital) and non-Government organizations in the area of maternal, newborn and child health.
Proven skills on project cycle management, community development and mobilization and working closely with key stakeholders, especially DHO and district government, health advocacy at district level
Demonstrated ability in problem solving, show initiative/being pro-active, work independently and within a team
Experience and comfortable working in hospitals and Puskesmas
Respond to requests, queries in timely manner
Good communication and facilitation skills
Attention to detail, particularly with implementation, monitoring activity progress
Basic skills in report writing.
Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
Desirable
Have experiences working in NTT.
Have experiences work in program on nutrition and health, specifically around maternal nutrition, infant feeding, child health and adolescent health
Fluent in English, verbal and written.
Home based at NTT province, speaking local language is an added value.
