[Save the Children] : Project Officer

Child Safeguarding: Level 3 - the role holder will have contact with children and/or young people either frequently (e.g., once a week or more) or intensively (e.g., four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff. ROLE PURPOSE: BISA – Better Investment for Stunting Alleviation ­– is an integrated nutrition-specific and nutrition-sensitive programme in 2019-2023. The name ‘BISA’ reflects the broad context of nutrition in Indonesia: whilst the level of national and political commitment is high, and resources have been committed to addressing the high rates of stunting and undernutrition, the operationalisation and application of these plans and funds at sub national level is challenging. What is needed is ‘better investment’: using resources better, developing and operationalising policies more effectively, and delivering evidence-based, cost-effective, and sustainable interventions at the household and community levels. BISA aims to reduce stunting by improving the nutritional status of adolescent girls, women of reproductive age, and children under the age of two (CU2) across two Provinces –East Nusa Tenggara and West Java.

Save the Children and Nutrition International are in strategic partnership to deliver this programme, building on our experience and evidence, existing networks and relationships at the community, District, Provincial, and National levels in Indonesia to implement key intervention for the first 1000 Day HH as well as adolescent nutrition. BISA supports the Government of Indonesia (GoI) commitments for stunting reduction, as stated in National Strategy to Accelerate Stunting Reduction 2018-2024, as well as the follow up guidelines (Technical Guidance for Integrated Interventions for Stunting Reduction for district down to village level).

Project Officer BISA will provide support and assistance as well as give capacity building to beneficiaries and stakeholders in improvement of nutritional status of children through behavior change approach. He or she will work closely with District Coordinator to develop the integrated SBCC strategy, inclusive of gender, and work with district governments in implementing SBCC strategy, monitoring its implementation and providing feedback for improvement.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE: Reports to: Project Coordinator BISA West Java Direct reports: N/A Work Dimensions: Work together with Program BISA team member and other external channel. Number of direct reports: 0 Budget Responsibility: N/A KEY AREAS OF ACCOUNTABILITY Project Planning

  • Participate in the development of project planning, e.g. Detail Implementation Plan (DIP);

  • Develop regular work plan of project implementation and Terms of Reference (ToR) for activities based on agreed DI

Project implementation in line with the project design and planning

  • Coordinate project implementation with District Coordinator, BISA technical team and other project officers

  • Support District Coordinator to ensure quality of project implementation, including synergy of BISA project with other government and non-government entities in target District.

  • Manage administration affairs of project and day-by-day operational activity to secure program implementation accordance to the organization procedure and guidelines

  • Timely request of goods and services on administration and procurement for project delivery.

  • Provide technical guidance, mentoring to the implemtation of BISA project’s partners, consultants, volunteers and other parties who implementing the BISA project in the field and ensure all parties comply with SC policies and the program objectives .

  • Build relations with local government, private sectors, CSOs, academicians, media and other relevant stakeholders to support project advocacy.

  • Ensure quality of project implementation by integrating cross-cutting issues, such as gender equality, inclusive, child participation and sustainability, in all project activities

Monitoring, Documentation and Evaluation

  • Monitor project activities, outputs, outcomes at the district level in regularly

  • Submit regular reports of project implementation progress

  • In collaboration with the MEAL officer/department provide, collect, document and report the regular project data related to project’s KPI

  • Support the preparation of project evaluation and other studies.

  • Apply Quality Benchmark and complain feedback mechanism in all project activities to ensure quality of project implementation.

Child Safeguarding Policy (CSP) Responsibilities

  • Ensure partners or anyone who work with Save the Children in full compliance of CSP at project level.

  • Understand and comply with CSP and work in coordination with other colleagues and partners to comply with CSP.

  • Respond to all CSP concerns expressed or discovered appropriately and effectively in consultation with CSP focal point assigned by Save the Children for West Java and East Nusa Tenggara.

General

  • Any other task & responsibilities given by the Supervisor and to comply with Save the Children and Yayasan Sayangi Tunas Cilik’s policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

QUALIFICATIONS, EXPERIENCE, AND SKILLS Essential:

  • Minimum bachelor’s degree in Public health, nutrition, health development, or equivalent in relevant fields.

  • Minimum 3 (three) years working experience working as Project Officer.

  • Minimum 2 (three) years working experience with Government and non-Government organizations (preferably INGO) in the area of nutrition and health, specifically around maternal nutrition, infant and young child feeding and adolescence.

  • Proven skills on project cycle management, community development and mobilization and working closely with key stakeholders, especially local government.

  • Basic in English, verbal and written.

  • Good information sharing/communication and negotiation skills

  • Willingness to be based in assigned districts.

Desirable:

  • Having experiences working in West Java is a plus.

  • Having experiences work in program that address stunting, specifically on maternal nutrition, infant and young child feeding.

  • Having experiences in liaison and/or advocacy.

  • Understanding of local culture is an added value.

  • Have a minimum valid C driving license.
