Job Description

The Procurement Officer is part of Operations team within the country, which focuses on providing operation support services to ensure the availability and quality of procurement to fully support SNV operations.

The Procurement Officer supports, guides and directs all projects in procurement support functions, ensuring a timely response to the projects and the client community. Key result area 1) Procurement of goods and services Conduct all procurement of goods/ services and consultancy services in line with SNV and donor policies and procedures, draft and issue calls for proposals and applications, invitations to bid, tender documentation, bid comparisons determining procurement mechanisms that will ensure fair and open competition 2) Analysis and reporting Maintains a management information system to monitor and analyse data on operation support services performance and resources. Gives input on performance of a particular operation support services to Operations Manager. 3) Background checks and due diligence Support Business Development and reduce risks for SNV by reviewing Terms and Conditions for upcoming contracts and advising management on areas of risk, implications and compliance issues. 4) Management of procurement policies Review procurement policies against best practice, SNV, Donor and Government requirements and revise and adjust as necessary to ensure SNV is compliant with all relevant rules and regulations; Review all SNV donor contracts and ensure procurement activities in each project are compliant with donor requirements 5) External support Provide training and oversight to SNV partner organisations on SNV reporting and financial requirements; In liaison with project staff, Manage and administer all SNV sub-contracts to ensure contractors’ compliance and performance, accurate and timely reporting to SNV systems;


Qualifications

  1. Bachelor’s degree in Finance, Administration or Management

  2. Minimum 5 years of experience of procurement practice and procedures in development sector.

  3. Good computer skills (Ms. Word, Ms. Excel, Ms. Power Point, Internet and Outlook)

  4. Knowledge/experience in SAP is a plus.

  5. Native Indonesian speaker with a good command of spoken and written English

  6. Strong interpersonal skills.

  7. Good organizing skills

  8. Ability to maintain good relationships with donors and project team

  9. Advance negotiation and coordination skills.

  10. Self-motivated and organized.

  11. Ability to work independently and with the team.

  12. Initiative and creative in solving problems.
