UN Women Indonesia works with a range of stakeholders, including private sectors, to support women economic empowerment by providing access to skill development, resources and enabling environment to increase women’s participation in the economy.



Context

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.


UN Women Indonesia Country Office (CO) hosts the ASEAN liaison office which extends support to ASEAN and its Member States in advancing Women Peace and Security (WPS) agenda in line with global normative frameworks. Within this framework, UN Women is implementing the regional programme, “Empowering women for sustainable peace: preventing violence and promoting social cohesion in ASEAN” funded by Global Affairs Canada and the Republic of Korea. Over the next 5 years, UN Women through this programme aims to sup-port select ASEAN Member States to advance and strengthen WPS agenda, including through preventing violence against women and girls and promoting social cohesion in the region. The programme will ultimately contribute to the achievement of gender equality through inclusive and sustainable peace and development process in the region. This regional programme is currently in its inception phase and will be implemented in four ASEAN countries: Vietnam, the Philippines, Indonesia and Thailand.


Task description

The UN Volunteer will be responsible for the monitoring and evaluation of the regional programme ‘Empowering women for sustainable peace: preventing violence and promoting social cohesion in ASEAN’. S/he will report to the Programme Coordination Specialist ASEAN - Women Peace and Security.


More specifically, the UN Volunteer is expected to perform the following duties:


1. Provide technical support to conduct an evaluability assessment.

2. Strengthen capacities of UN Women staff and responsible parties of the programme on results-based monitoring and reporting.

3. Develop monitoring tools, as needed and relevant.

4. Ensure the effective use of monitoring tools to track the implementation of the region-al programme including the Programme Measurement Framework.

5. Ensure full compliance with annual Enterprise Risk Management plan including quarterly review of a risk register to ensure risks are valid and related mitigating actions are on track, significant risks are escalated in line with protocols as per Risk Management Procedure

6. Keep databases updated

7. Conduct primary data and secondary data collection and analysis

8. Provide regular reporting to the management team of evidence-based monitoring findings (per schedule determined in the Project M&E Plan).

9. Update the M&E plan on an annual basis.

10. Support independent mid-term evaluation and end programme evaluation;

11. Contribute to new resource mobilization initiatives by ensuring strong results based logical frameworks.

12. Provide support to the drafting of Donor reports and UN Women’s Annual Report and quarterly reports

13. Document and share lessons learned from implementation at the country level and in the region and prepare reports

14. Design and manage beneficiary database systems

15. Manage and oversee implementation of management responses

16. Other M&E relevant duties as assigned by the Programme Coordination Specialist ASEAN - Women Peace and Security.

17. Design and manage a beneficiary database.


Results/Expected Output:


The expected results/outputs from the UN Volunteer are:

• Quality monitoring of the project per donors’ and corporate expectations

• Quality and timely reporting at the quarterly/annual basis

• Quality and timely support to evaluation activities


Requirements

Required experience

• A minimum of 3 years experience in monitoring, evaluation and results-based management including gender-responsive monitoring and evaluations is required.

• A minimum of 2 years of experience in reporting using results-based management principles

• Experience in primary data collection and analysis

• Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and/ performance monitoring plans.

• Previous experience in planning and managing evaluations is desirable.

• A minimum of a years of experience in providing support to partner organizations in the areas of planning, results-based M&E and reporting


Skills:

• Demonstrated ability to multi-tasking and meet multiple tight deadlines;

• Computer skills: Proven ICT skills, especially in the development database softwares (excel proficiency highly desirable);

• Diplomacy and good communication skills in addressing and working with stakeholders from various walks of life;

• Ability to work under pressure and remain calm in a stressful environment;

• Multi-cultural experience is highly desirable.

• Excellent writing, editing and presentation skills.

Master degree or equivalent in Monitoring, Evaluation, Statistics, International Development, International Relations, gen-der or other social science related field.
