[UN World Food Programme] : Emergency Preparedness and Response Officer

JOB PURPOSE

The Emergency and Preparedness Officer (Supply Chain) is assigned at the Country Office, reporting to the Head of the Emergency Preparedness and Response Unit, under the strategic guidance of the Deputy Country Director. The unit and the job holder (are) expected to contribute to the achievement of Strategic Outcome 2 of the WFP Indonesia Country Strategic Plan 2021-2025 (CSP), namely “By 2025 the Government, other partners and communities have enhanced capacity to mitigate the impact of disasters and climate change on food security and nutrition”.

Purpose: The EPR Officer is expected to develop and lead implementation plans in line with the EPR Unit workplan to engage in policy dialogue and provide technical assistance to government and non-government partners, to enhance logistics and supply chains for emergency preparedness and response.


KEY ACCOUNTABILITIES (not all-inclusive)

  1. Establish and manage strategic partnerships with government stakeholders, non-government organizations/civil society and private sector to further policy engagement and technical assistance for improved logistics and supply chains to mitigate the impact of disasters (including COIVD 19), and climate change.

  2. Provide technical assistance and contribute to policy dialogue to support the establishment of Government Humanitarian Logistics Hubs or Regional Hubs undertaken by the Government in partnerships with other key institutions/agencies, non-governmental organizations, and private sector companies.

  3. Advocate, facilitate, and support strengthening and operations of the National Logistics Cluster and provincial logistics clusters to ensure better logistics preparedness and response, in alignment to the National Disaster Management Law and Response Framework.

  4. Contribute to and support the WFP initiatives for analysing and improving supply chains for sustainable food systems - from producers to consumers.

  5. Provide technical assistance and facilitate strategic partnerships between government and non-government partners and professional learning institutions, in developing a knowledge management framework, including accountability and learning mechanisms as well as integrated systems development to support and strengthen sustainable humanitarian logistics and supply chain management capacity..

  6. Expand partnerships with private sector logistics and supply chain companies to contribute to an enhanced Government capacity for multisectoral humanitarian response and preparedness.

  7. Support the National Disaster Management Agency (BNPB) in facilitating and strengthening effective communication and coordination mechanisms among key logistics and supply chain stakeholders at the central, provincial and districts levels in emergency preparedness and response activities.

  8. Support the Head of the Emergency Preparedness and Response Unit to complete all reporting requirements (WFP, Government of Indonesia, donor, and UN) by contributing necessary documentation and data analysis as required.

  9. Significantly contribute to the conceptualization and preparation of new funding proposals to traditional and non-traditional donors.

  10. Perform other related duties as required.


STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree preferably in Disaster Management, Supply Chain Management, Logistics, or other related fields, or First University degree with additional years of related work experience and/or training/courses. Certification in Logistics – Supply chain management and or Disaster Management and Disaster Risk is an advantage. Knowledge & Skills: Proficiency in Project Management, Windows (MS Word, MS Excel), commodity tracking system experience, experience with application of SAP software is desirable. Understanding humanitarian principles and standards. Excellence in coordinating with government agency, international agencies, private sectors, academia and other relevant partners

Languages: Excellent command of English and Indonesian, ability to draft reports in English and Indonesian.
