The main role of the position will be providing key guidance to UNDP CO Programme team, National Project Managers and other relevant stakeholders, support new partnerships with development partners and the private sector, foundations, academia, etc. especially from compliance and due diligence perspective. The incumbent is expected to provide technical input and advisory support to UNDP’ engagement with private sector to support development at and national and sub national levels. The incumbent also will provide technical quality assurance advisory to projects when required as well as conducting overall monitoring and reporting. Under the overall guidance of the Deputy Resident Representative, direct supervision of the Head of QARE unit in close collaboration with Programme Team, Operations team in the Country office ( CO), to ensure compliance of implementation of UNDP programme’s rules and regulation.


Duties and Responsibilities

The incumbent of the post will be reporting to the Head of QARE unit and will serve as advisory support for partnership/ engagement, legal review, programme quality assurance related matters.

Support the CO by providing advisory support on legal procedures and opinions to formalize partnership with other institutions, focusing on the achievement of following results:

  • Implementation of the CO partnership and resource mobilization strategies to achieve UNDP Country Programme outcomes;

  • Facilitation of partnership with UN agencies, IFI’s, Government institutions, bi-lateral and multi-lateral donors, private sector, civil society, etc;

  • Analysis is and research of information on donors, preparation and substantive briefs on possible areas of cooperation, identification, or opportunities for cost sharing;

  • Ensuring compliance in contribution agreements with donors and partnership agreements;

  • Supports the process of issuing Low-value grant to CSOs, in accordance with UNDP rules and regulations.

Resource Mobilization and Partnership Development to promote inclusive interventions:

  • Facilitate UNDP partnership survey and analysis of results for the CO;

  • Support the partnership and resource mobilization efforts to strengthen the Government of Indonesia (GoI ) /UNDP initiatives and UNDP Country Office’s portfolio on GEN 2 and GEN3 projects (gender transformative);

  • Explore different funding sources, models, and modalities and define parameters for UNDP engagement.

Provision knowledge building on Programme/project management, UN Coordination and reporting, and production of results:

  • Provide advisory support on government regulations, including grant management and registration;

  • Facilitate coordination of UNDP’s contribution to the UN Sustainable Development Cooperation Framework (UNSDCF) and the Joint Wok plan, ensuring that the United Nations Sustainable Development Cooperation (UNSDC) Monitoring & Evaluation’s framework is followed and well reported upon UNINFO, contribute to one UN Country Result Report, and participate in relevant inter agencies forum such as UN M&E working Group, UN HACT Working Group, UN Results Groups, BAPPENAS UN Forum on Development Cooperation and Indonesia-UN Consultative Forum;

  • Establishment of advocacy networks at national level linked with international networks. Relevant, high impact advocacy campaigns are implemented with key partners, including to promote Gender Equality value and commitment of UNDP;

  • Organization of trainings for the operations and Programme/projects staff on Programme and operations on the issues relevant to Programme assurance;

  • In collaboration with Programme and Operations Units, Manage the preparation and timely submission of Results-Oriented Annual Report (ROAR), the corporate report of the CO to the HQ, by providing technical guidance and coordination supports. It includes to review past evaluation and Results-Oriented Annual Reporting (ROAR) in order to identify lessons learned and advising Programme accordingly;

  • To provide supports in improving CO capacity to produce results report that meets corporate quality standards such as project markers including gender, human rights, etc.

Ensures effective Projects/Programme quality assurance:

  • Preparing aggregate reports on activities, outputs, and outcomes through innovative reporting system, such as the bi-annual Project Assurance Report;

  • Support in design and formulation of project documents/project initiation plans/project preparatory grants, ensuring UNDP’s priorities/requirements and quality programmatic and operational perspectives as well as facilitation of the Project Appraisal Committee (PAC) meeting;

  • Actively support the Programme team to perform their functions and provide oversight n in line with UNDP’s Enterprise Risk Management (ERM) Framework;

  • Ensure compliance with the respective operational policies and procedures of Harmonized Approach to Cash Transfer (HACT);

  • Monitor the International Aid Transparency Initiative (IATI( /UNDP Transparency Dashboard and serve resource person of Country Office’s evaluations.

Facilitate knowledge building and management for and from the programme implementation:

  • Identifies best practices and lessons learnt from the programme and reporting , organizes and delivers trainings for the operations/project staff on reporting/programme management, gender analysis and maintraiming related matters;

  • Contributes to knowledge networks and communities of practice;

  • Effective contribution to learning and knowledge sharing in gender analysis and gender mainstreaming.

The incumbent of the position should avoid any kind of discriminatory behavior including gender discrimination and ensure that:

  • Human rights and gender equality is prioritized as an ethical principle within all actions;

  • Activities are designed and implemented in accordance with “Social and Environmental Standards of UNDP”;

  • Any kind of diversities based on ethnicity, age, sexual orientation, disability, religion, class, gender are respected within all implementations including data production;

  • Differentiated needs of women and men are considered;

  • Inclusive approach is reflected within all actions and implementations, in that sense an enabling and accessible setup in various senses such as disability gender language barrier is created.

Required Skills and Experience

Education:

  • Bachelor’s Degree in Social Science or related field would be minimum requirement. Candidate with Master Degree would be preferable.


Experience:

  • Minimum 4 years of relevant professional experience for candidate with Bachelor degree and 2 years of relevant professional experience candidate with Master’s Degree;

  • Solid experience in result based management;

  • Solid experience dealing with Government;

  • Experience in development projects in UNDP/UN programmes in Indonesia;

  • Good knowledge on UNDP/ UN related procedures and experience providing advisory support on programme planning, monitoring and evaluation.

  • Relevant hands-on experience in design, monitoring and evaluation of development projects;

  • Experience in establishing inter-relationships among international organization be highly desirable;

  • Solid experience in handling due diligence process for partnership engagement would be highly desirable;

  • Solid experience in drafting and producing high quality reports would be preferable;

  • Experience using web based system would be highly desirable

  • Ability to produce a good quality report;

  • Ability to work under the pressure, with minimum supervision and on-distance;

  • Strong teamwork skills;

  • Strong computer literacy and proficiency in MS Office (MS Word, Excel, etc.);

  • Excellent analytical skill and advance computer skills required, knowledge of spreadsheet and database packages;

  • Solid team work and good inter-personal and team building skills.


Language Requirements:

  • Fluency in written and spoken English is an absolute necessity;

  • Fluency in written and spoken Bahasa Indonesia is required.


Travel:

  • Unforeseen travel may be required and will be subject to confirmation from the project.
