The 2030 Agenda for Sustainable Development is signed by 193 governments, including the Government of Indonesia (GoI). GoI is committed to pursue the implementation of SDGs that in July 2017, GoI enacted Presidential Decree No. 59/2017 on SDGs Implementation in Indonesia – paving way to the SDG Localization effort.

Since 2016, UNDP has been assisting national and subnational governments to localize SDG in Indonesia. Operating under a regional autonomy policy, local governance is key to achieving the SDGs. Many of the current development initiatives are still designed to address specific issues linearly. A Social Innovation Platform is designed integrate and bring together actors and actions for a systemic approach to address SDGs. Supported by Bangkok Regional Hub (BRH) and Agirre Lehendakaria Center (ALC) in Spain, UNDP and Kemendesa PDTT pilot the Social Innovation Platform (SIP) approach in two locations: Gorontalo and West Java province which aims to assess socio-economic impacts of the COVID-19 pandemic and identify potential innovative solutions to build forward better from the pandemic whilst accelerating SDGs attainment in the regions. The pilot implementation runs from 2020 to 2021, with potential replication and/or scaling-ups to more villages/provinces.

The Clerk is to facilitate the process of applying Social Innovation Platform at selected Kawasan Perdesaan (KPPN Minawisata Ponelo Kepulauan) in Gorontalo Utara District, especially related to logistics and administration of SIP’ activities as well as assist day- to-day project implementation; producing outputs (and/or deliverables) specified in the project document; liasing and providing support to Village and Community Empowerment Agency (Dinas Pemberdayaan Masyarakat dan Desa) and Village Cluster Facilitator for Ponelo Islands National Priority Village Cluster and liaise closely with relevant Social Innovation Platform (SIP) stakeholders at provincial, district and Kawasan Perdesaan levels (which include, but not limited to local government, private sector, philanthropy, academics, experts, media/press, and youth groups).

The incumbent will support the experimentation of Social Innovation Platform in Gorontalo province, particularly at KPPN Minawisata Ponelo Kepulauan in Gorontalo Utara District, with specific attention to administration, logistics and finance of SIP activities. S/he will also assist day- to-day project implementation; liaise with Regional Development Agency (BAPPPEDA) of Gorontalo Province and Gorontalo Utara District, Village and Community Empowerment Agency (Dinas Pemberdayaan Masyarakat dan Desa) and with other relevant Social Innovation Platform (SIP) stakeholders at provincial, district, Kawasan Perdesaan, and village levels(which include, but not limited to local government, private sector, philanthropy, academics, experts, media/press, and youth groups).

Duties and Responsibilities

The primary reporting responsibility of the NPSA holder is to the Project Associate for SDGs Programme, Advocacy, and Covid-19 Recovery and will report his/her work to Project Associate for SDGs Programme, Advocacy, and Covid-19 Recovery.

The scope of work:

Support the project team to ensure effective project planning, budgeting and implementation of Social Innovation Platform in Gorontalo Province focusing on achievement of the following results:

  • Assistance in the coordination of project planning and preparation work, monitors status of project proposals and receipt of relevant documentation for review and approval.

  • Reviews of the project documents especially cost plans/budgets, for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature; identifies inconsistencies; distributes project documents to relevant parties upon approval.

  • Implementation of the project standard operating procedures in line with the government and UNDP’s regulations.

  • Supports to the effective reporting on the progress of project implementation

Provides administrative support for Social Innovation Platform project focusing on achievement of the following results:

  • Assist in preparation of offline and online activity and provide support on documentation of Social Innovation Platform related activities such as video recording, pictures, minutes of meeting, etc. on both online and offline activities.

  • Serves as focal point for administrative, HR, Procurement, FRMU, Security and office coordination of project implementation activities, involving extensive liaison with a diverse organizational unit to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, e.g. recruitment, appointment and extension of personnel, travel arrangements, training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, security compliance, etc.

Supports knowledge building and knowledge sharing focusing on achievement of the following results:

  • Participation in the trainings for the operations/ projects staff.

  • Contributions to knowledge networks and communities of practice.

  • Ensure active participation for learning and knowledge sharing in gender analysis and gender mainstreaming.

The incumbent of the position should avoid any kind of discriminatory behavior including gender discrimination and ensure that:

Required Skills and Experience

Education:

  • High school would be minimum requirement.

  • Bachelor’s degree in Communication, Public Relation, Public Administration or other related field would be preferable, but it is not a requirement.


Experience:

  • Minimum three years of professional experience in administrative and financial support for candidate with high school degree and no work experience for candidate with bachelor degree.

  • Some experience in support administrative, correspondence, and coordination activities.

  • Ability to work independently and in a team with a positive attitude.

  • Solid computer skills required, knowledge of spreadsheet and database packages.

  • Good inter-personal skills.

  • Up-to-date computer skills required, knowledge of spreadsheet and database packages.

  • Experience working on Sustainable Development Goals issues would be preferable.

  • Experience working with government at sub-national level(provincial and/or districts) of Gorontalo Province.

  • Experience working with development Organizations/NGOS.

  • Experience working for Sustainable Development Goals issues.

  • Familiarity with UNDP development projects in Indonesia is an advantage.

  • Familiar with Government and UN/UNDP procedures would be desirable.

  • Experience in handling of web-based management systems would be preferable.

  • Some experience dealing with budget-related issues, financial transaction, general operations, drafting briefing notes, drafting graphic and statistical summaries accounting would be preferable.

  • Some experience in supporting administration of projects funded by government will be highly desirable.


Language Requirements:

  • Fluency in written and spoken English and Bahasa Indonesia is required.

  • Fluency in local language of Gorontalo Province is desirable.


Travel:

  • Travel for work outside duty station should be based on approval of authorized officer and travel arrangement shall follow corporate travel and comply with provisions of the Security Clearance policy.
