[UNDP Indonesia] : Technical Officer for Gender and Human Rights

UNDP with support by Unified Budget, Results and Accountability Framework (UBRAF) fund will have joint Programme will support countries to address the gender dimensions of HIV epidemics. We provide guidance and assistance to governments and civil society, including networks of people living with and affected by HIV to address multi-dimensional gender and human rights issues in their national HIV and gender plans; and facilitate increased capacity to achieve gender equality results. Key elements of this output include to advocate for Right to Health of all key populations and vulnerable groups.

Indonesia have been implementing HIV and AIDS prevention and care program more than 20 years by Government and NGOs though many challenges because of stigma and discrimination which become one of obstacles to prevent transmission of HIV and provide health care to key population and people living with HIV, including women and children. In 2019, People Living on HIV (PLHIV) on treatment up to 128,522 people, it is 20% of an estimated number of 640.443 people, therefore Indonesia need to have more efforts to improve program implementation with supportive policy environment to achieve HIV and AIDS 90:90:90 strategy. HIV and AIDS program implementation should consider human rights principle as one of approach for better way to deal with the problem of HIV and AIDS. In practice, human rights protection for PLHIV is essential to safeguarding our human values. Moreover, the protection of human rights for PLHIV is also important to support effective HIV and AIDS prevention and care programs. The public health interests actually do not conflict with the protection of human rights for PLHIV. It has been proven that if human rights are protected, PLHIV and their families can live quietly, healthier, have a self-esteem, be able to deal with HIV and AIDS better, and behave healthily mean minimize the risk of transmission. To foster an effective response to the HIV and AIDS epidemic and respect for the human rights of PLHIV, it is required government’s responsibilities, law reforms implementation, increasing efforts from stakeholders, and creating a supportive environment for PLHAs in communities, including private sector.

Although HIV and AIDS policy and programs are already implemented and efforts to improve human right principles and to reduce stigma and discrimination by government and NGOs, however controversial issues bring key population and PLHIV into low bargaining position for availability, affordability, and quality of health services. In addition, Indonesia has feedback mechanism for communities namely LAPOR system developed by Ministry of Ministry of Administrative and Bureaucratic Reform of the Republic of Indonesia (KemenPAN) which recorded complaints, inputs, reports from communities to government, including stigma and discrimination which are closely related to human rights and gender issues, however reported through LAPOR system regarding those issues is still low. In other side, other feedback mechanism related to Human Rights and Gender issues on HIV key population developed by NGOs namely Community Based Monitoring Feedback (CBMF), follow up actions from this mechanism also still less.

From support funding by UBRAF, in 2020 UNDP implement assessment of Human Right and Gender and it involved CSOs from Key Affected Population around Indonesia. In 2021, we will continue through advocacy on human rights and gender issues and consultative meetings will be held involving community, stakeholders, NGO, governments, etc. Moreover, UNDP will provide technical assistance to The Global Fund Principal Recipients to develop follow up actions in addressing the issues and implement high level meetings and national dialogues on human rights and gender issues with national stakeholders. In collaboration with others UN Agencies, UNDP will collaborate to connect between related government, NGOs, and services to improve referral system on GBV and human right violation and follow up stigma and discrimination reports in the workplace.

SCOPE OF WORK 1. Provision of high quality advisory support on human right and gender focusing on the following results:

  • Well-managed advocacy of Human Rights and Gender Issues. The officer will follow up the assessment result of human rights and gender issues mainstreaming program and policy HIV-AIDS in Indonesia in 2020. This can be continued through advocacy on human rights and gender issues, including consultative meetings that will be held involving community, stakeholders, NGO, governments. UNDP would like to explore further one of the recommendations from previous research by assessing reporting and support channels for harassment/discriminations/retaliation provided by government and non-government institutions; from the perspectives of provider, victim/complainant and marginalized group.

  • Effective Technical Assistance for Human Right and Gender related program to The Global Fund Principle Recipients. UNDP will provide technical assistance to develop follow up actions in addressing the issues and implement high level meetings and national dialogues on human rights and gender issues with national stakeholders. UNDP and UN Women will collaborate to connect between related government, NGOs, and services to improve referral system on GBV and human right violation. With ILO, UNDP will collaboration to follow up stigma and discrimination reports in the workplace. UNDP will promote recommendations of the study on the existing platform (e.g investment and reform) as a way to make them more effective platform and easier to connect with vulnerable groups in the community. We are aiming to connect this with LAPOR. Webinars, flyers, will be the main media to promote the recommendations that we are thinking so far. In addition, the officer is required to provide technical support and policy recommendation in gender specific area for HIV Programmes to develop follow up actions in addressing the issues meetings and national dialogues on human rights and gender issues and implement high level with national stakeholders.

  • Takes overall responsibility for the project and performs oversight roles for Priority action on Human rights, stigma and discrimination. This can be achieved by two approaches which are strengthen feedback mechanism from community focus on human rights and gender issues to reduce stigma and discrimination of key affected populations including at the workplace setting. Second, providing technical assistance to the Principal Recipients by ensuring right based and gender transformative approaches in GFATM (Global Fund Aids, TB, Malaria Program) implementation. Thus, The officer is expected to contribute to Increase the number of complaints and or information-seeking requests through feedback mechanism from PLHIV and key affected population.Advocacy on human rights and gender issues including conduct consultative meetings will be held involving community, stakeholders, NGO, governments

  • Effective coordination with gender task force in Country office UNDP, project manager, PRs, and UBRAF team on each report and assistance.

2. Create and nurture strategic partnerships and support to the implementation of resource mobilization

  • Establishes and maintains good working relationships with the relevant public and development partners who are the principal counterparts for the project;

  • Initiates and maintains partnerships with development partners, government institutions, private sector, civil society and other stakeholders to contribute to the achievement of project results;

  • Builds project reputation for quality design, reliable delivery as well as integrity and accountability;

  • Identifies and works with key partners/stakeholders to ensure synergies with other projects/initiatives and to avoid duplication of activities among actors;

  • Identifies opportunities for mobilizing resources for the project, and prepares substantive briefs on possible areas of cooperation; and

  • In coordination with UNDP’s Communication unit and other relevant counterpart communications department, strengthens the communication of the project in order to communicate results, deepen stakeholder knowledge and buy-in to the project, and to facilitate resource mobilization for the project.

3. Facilitate knowledge building and management for and from the project implementation.

  • Identifies best practices and lessons learnt from the project and from other initiatives that can be helpful to the project in achieving its goals and objectives;

  • Organizes and delivers trainings for the operations/project staff on project/programme management issues;

  • Conducts internal capacity building training for project staff to facilitate appropriate management and timely delivery of project outputs;

  • Identifies policy issues for codification and sharing;

  • Leads in generating knowledge products such as best practices and lessons learnt for knowledge sharing; and

  • Contributes to knowledge networks and communities of practice

  • Conducts internal capacity building training for project staff to facilitate appropriate management and timely delivery of project outputs including in gender analysis and gender mainstreaming

  • Effective contribution to learning and knowledge sharing in gender analysis and gender mainstreaming

4. The incumbent of the position should avoid any kind of discriminatory behavior including gender discrimination and ensure that

  • Human rights and gender equality is prioritized as an ethical principle within all actions;

RECRUITMENT QUALIFICATIONS Academic Education:

  • Bachelor degree in Psychology, Gender Studies, Social Sciences, Development Studies.

Experience:

  • Minimum 5 years of combined working experience in gender equality and human rights.

Required Skills:

  • Has experience in providing technical and capacity building support to national, and or other multilateral / technical organization

  • Knowledge in doing gender issues analysis and research

Language:

  • Fluency in English and Bahasa Indonesia in both writing and speaking

Additional Skills and Competencies:

  • Knowledge of – or proven interest in – public health, HIV AIDS respectively

  • Experience with the UNDP and/or UN agencies desirable
