[UNFPA Indonesia] : Programme Analyst Monitoring and Evaluation

The Position The post of Monitoring and Evaluation (M&E) Analyst is located in the Indonesia Country Office, under the oferall guidance of the Representative and the direct supervision of the Assistant Representative. Job Purpose: The Monitoring and Evaluation (M&E) Analyst has the primary responsibility of contributing to the results-based management through coordinating the M&E Framework and Plan of the Country Programme, in terms of project design, planning, implementation, monitoring, evaluation, data collection and research activities. S/He will also undertake programmatic monitoring and evaluation of the Country Programme Action Plan. The M&E Analyst establishes and maintains collaborative relationships with counterparts in government, multi-lateral and bi- lateral donor agencies and civil society to address emerging issues and to facilitate programme delivery. S/He works very closely with other programme staff on their programmatic M&E needs. The M&E Analyst proactively provides the office with information on achievement of results in the implementation of UNFPA programmes. S/He must effectively influence counterparts from diverse backgrounds to jointly contribute to advance the ICPD policy agenda.

Main Tasks & Responsibilities

You would be responsible for:

  • Collects and analyses strategic information on the population, reproductive health, and gender issues for the country programme.

  • Provides substantive input into the design and formulation of an M & E Framework and Plan for the Country Office, translating UNFPA's mandate and Strategic Plan into local interventions, and taking into account government and subnational plans.

  • Introduces the results of programme and project reviews and evaluations, best practices, as sell as innovative strategies, approaches, and policies into the project formulation process

  • Provides input into the design and development of a fully-fledged results-oriented monitoring and evaluation system within the country office including the result-based information management system associated to the output and outcome indicators contained in the Results Framework and the Monitoring and Evaluation Framework (M & EF); directly supervising the CPAP's M & E Plan; and drafting the Office's Evaluation plan

  • Plays a central role in the process of updating and adjusting (whenever relevant) the Result Framework and the M & EF inputs from office's personnel and by means of consultations with relevant partners, She/he will also make sure that the CPAP's M & E Plan is yearly reviewed and adjusted

  • Advises and reports on achievement of programme and project results, proactively measuring substantive progress, specifically through collecting and analyzing both programme and financial data for programme planning, management, monitoring and evaluation

  • Coordinates the design and conduct of high-quality evaluations in line with the methodology for conducting country programme evaluations developed by the evaluation branch

  • Creates and documents knowledge by reviewing programmes, projects and ongoing experience for lessons learned, best practices and replicable strategies and approaches and actively shares and applies this knowledge for evidence-based planning. Creates mechanisms to collect and share knowledge

  • Analyses programme implementation reports against recommendations reports and outcomes of analysis and proposes corrective actions

  • Populates relevant M & E information in Atlas (coding, indicators, targets, etc.) and links financial and development results through generating and analyzing reports in SIS and GPS

  • Ensures availability of programme performance monitoring data through developing and updating of the CPAP Planning and Tracking tool and other M & E tools

  • Participates in monitoring missions and coordinates with office staff analysis of data collected during field visits. Coordinates the feed-back of data for improved programme planning and implementation through the development of reports, graphs and tables

  • Coordinates the commissioning/undertaking of research/surveys to obtain missing baseline/midline and end line targets to monitor sub regional programme progress

  • Supports the strengthening of national capacities in data collection, M & E and engage in dialogue with stakeholders to increase programme performance

  • Ensures involvement of implementing partners and stakeholders in the conduct of monitoring and evaluation activities (joint field monitoring visits, participation in external evaluation etc.)

  • Actively contributes to UNCT - related M & E Mechanisms and frameworks to delivering valid and reliable information on the attainment of the SDGs and ICPD goals and monitoring and evaluating the performance of UNPDF and UN-supported programmes

  • Perform any other duties regarding to M&E as required by the Representative

Qualifications and Experience

Education: Advanced degree in health, population, demography and/or other related social science field Knowledge and Experience:

  • Minimum of 2 years professional experience in the field of programme/project planning, management and monitoring

  • Substative knowledge and experience in population, reproductive and sesual health, youth and gender programming

  • Strong analytic skills in programming

  • Proficiency in MS Officepackages, including database management, preferably excel or acess, SPSs or Epinfo

Languages: Fluency in in English and Bahasa Indonesia is required Computer skills:

  • Proficiency in current computer office software applications

  • Good knowledge of Atlas/PeopleSoft is an asset
