[Yayasan Plan International Indonesia] : Emergency Response Officer

Background

December 04th, 2021, at 3.20 pm west Indonesian time, the Volcanology and Geological Disaster Mitigation Center (PVMBG) raised the status of the volcanic activity of Mount Semeru, East-Java to level II or 'Waspada.' At this level, PVMBG recommended that people/visitors do not engage in any activities at a radius of 1 km from the crater/peak of Mount Semeru and a distance of 5 km to the crater's direction south-southeast. People were also warned of the potential for hot clouds and hot lavas avalanches along the river stream, particularly Besuk- Kobokan, Besuk Bang, Besuk Kembar, and Besuk Sarat. PVBMG will evaluate the status of Mt. Semeru continuously to anticipate additional risks. The other potential risk of the eruption of Mt. Semeru is in the form of incandescent rock-throwing around the peak. At the same time, Mt. Semeru ejected ash-sized material that spread depending on wind direction and speed.


Based on the data issued by National Disaster Management Agency (BNPB), Lumajang district (East-Java) is affected by the Mt. Semeru eruption, particularly in villages: Besuk Kobokan, Sapitarang Village, in Pronojiwo District.

Based on the rapid need assessment (RNA) findings, Plan Indonesia decided to respond and deliver 3-month emergency response activity (alert level: orange-1) to contribute in filling the gaps of the government response and addressed the specific needs of affected children, particularly girls, young women and their families in Lumajang City at Pronojiwo in the following sectors:

  1. Child Protection: prioritize to provide psychosocial support (PSS) for girls, boys, and youth groups to reduce their stress level, as well as to promote protection and prevention of SGBV, which potentially occurred in evacuation centers, in collaboration with young local animators. Engaging young people to establish a CP committee and referral in evacuation centers or villages would be another priority for Plan Indonesia to respond. Plan Indonesia may support emergency lamps to ensure children, particularly girls and women, are well protected, as there are frequent electricity breakouts and bad lighting in evacuation centers that increase the vulnerability of girls and women to gender-based violence (GBV). Minimum safety equipment for children, such as a whistle may be critical for children to have as a warning signal for prevention GBV. Plan Indonesia is recommended to provide protection campaign NO-GO-TELL for children through the high engagement of youth groups and networks, particularly girls and young women.

  2. WASH: Distribution of MHM kits, including dignity kits for 200 women and girls in Pronojiwo Sub Districts. There is also a need for underwear for children and adults living in evacuation centers which Plan Indonesia may support. The MHM campaign and hygiene/Covid-19 promotion is also essential to conduct in all evacuation centers and/or village that focuses on 3 key messages of MHM, through peer to peer group support between young people and in collaboration with local sanitarian/health facilitator

  3. Education: Distribution of 500 learning kits for girls and boys from 24 affected schools to increase their learning interest. Intervention on EiE such as back to school campaigns and training for teachers on emergency curriculum and lesson plan, class management, Covid-19 promotion, and PSS can be delivered

ER Officer will support the response within three objectives while promoting engagement and participation of different stakeholders (Penta helix stakeholders), information management / 2-way communication, and child friendly and gender sensitive complaint feedback mechanism (CFM).


Key Tasks

  • Develop distribution plan for the overal Mt. Semeru Eruption Response especially on relief kits ( school kits, hygiene kits, MHM kits, solar lamp and safety whistles)

  • Ensure appropriate documentation and filing system for distribution process (i.e. incoming and outgoing supplies, distribution record, beneficaries tracker)

  • Overseeing or supporting, fleet management and transport operations for emergency response especially for distribution purpose from transit warehouse to distribution points at targetted village/hamlet in coordination with Logistics Specialist (including record of waybill, etc)

  • Ensure the selection of fleet management and transport operation are meeting the safety and security standard of Plan Indonesia.

  • Responsible to prepare budget estimation for distribution purpose in consultation with Logistic Specialist and ER Team Leader

  • Contributing to coordination through representing Plan Indonesia in the cluster meeting at field level as required by ER Team Leader

  • Responsible to overseeing the inventory and warehouse management across multiple projects, including GIK management which may include setting up transit warehouse, contingency stock management and the receipt of donations

  • Responsible to coordinate and support emergency response distributions, including multi-partner planning, site set up, security, local authority liaison and material resource planning.

  • Assist in providing technical expertise to troubleshoot operational issues especially on distribution process including mentoring the distribution officer

  • Responsible to prepare update and report of ditribution tracker including beneficiaries tracker

Knowledge, Experience, Skills and Behaviours Required to Achieve Role’s Objectives:

  • Experience of providing significant contributions to supply chain implementation within emergency response settings.

  • Technical background across all aspects of logistics and supply chain management, including procurement, warehousing, fleet management and humanitarian distributions.

  • Good knowledge on reporting across procurement, assets management, fleet, inventory management and distributions.

  • Experience and knowledge of humanitarian supply chain management.

  • Good negotiating and influencing skills to achieve operational outcomes, applying a breadth of approaches, styles and techniques to achieve desired outcomes.

  • Good people management & interpersonal skills (role model in motivating, developing and supporting others).

  • Effective communicating and collaborating across cultural, geographical and structural boundaries, engaging positively and constructively with colleagues.

Physical Environment and Demands:

Extensive travel, sometimes to hazardous environments. Periods of intense work at all times of day and night.

Mid contact: Occasional direct interaction with children when at the IDPs camps/evacuation centre
