Background

According to Statistics Indonesia (BPS), the Indonesian youth unemployment rate before the COVID-19 pandemic was already at 13% with 40% of all unemployed people in the country being young people. The number is predicted to increase during the pandemic, especially as the hospitality and retail sectors – the two sectors that employ most of the youth – have been heavily affected. This in turn has created an even more restricted and highly competitive job market.


Within this situation, entrepreneurship is one of the most promising alternatives to job scarcity, especially within the East Nusa Tengarra (NTT) region – a region famous for its crafts and diversity of woven fabrics that has been cultivated across generations. Entrepreneurship as an alternative to wage employment is not a new phenomenon for the young people of Indonesia but business practices need improvement. Many are small-scale, subject to family control and lack relevant skills, technology, and capital. The COVID-19 pandemic brought more and new challenges to businesses: a decline in demand, cross-border mobility restrictions causing disruption to supply and distribution chains, the uptake/adoption of enhanced digital technology and establishment of supporting infrastructure (which not all businesses had the capacity to do), need for better financial literacy and access to finance, and changes in customer relations practices.


Initial findings of a study on the impact of COVID-19 conducted by YPII suggest that youth-led Micro, Small & Medium Enterprises (MSMEs) experienced increased in market vulnerability. But it is acknowledged that MSMEs in Indonesia make significant economic contributions and is a sector supported by government policies to boost its growth and development. In the midst of the COVID-19 pandemic, the government provided some stimulus to the MSME sector, facilitating the relaxation of principal instalments and interest/margin for people's business credit (KUR) for debtors, and for prospective debtors receiving KUR who were also affected by COVID-19. In addition, the Ministry of Finance issued tax incentives for businesses affected by COVID-19. The new “Job Creation Law” also adjusted some of its regulations relating to MSMEs to support the initiation and growth of Indonesian MSMEs.


Women-owned businesses face particular challenges where prevailing gender stereotypes and the gendered division of household labour and care responsibilities mean fewer opportunities such as training and access to capital. Further, negative stereotypical community perceptions of young people lead to the marginalisation of youth and a lack of recognition of their, especially young women’s, potential economic value to the community. The situation is even more complex for people living with disabilities who are often overlooked and often not given the space and opportunity to contribute to their communities and the wider society. Their basic rights are often ignored, they are seen to be burdens to the family and as being economically unproductive. On top of this, obstacles such as a lack of family support and a lack of diversity in types of training which are disability inclusive and offer adequate, accessible facilities hinder young people with disabilities opportunities to become economically independent.


YPII with support from Standard Chartered Foundation will implement FutureMakers Indonesia Project. This project will support 400 youth (60% will be adolescent girls and young women and 25% will be people with disabilities) to start their own enterprise in craft industries.


Role Purpose

GESI Specialist will provide technical support related to the integration of gender issue into the implementation of FutureMakers project in Kupang City and Kupang District, East Nusa Tenggara, Indonesia. She/he responsible to conduct GESI Situation Analysis, assisting the founded of Inclusive Committee, promoting GESI values in the families and communities’ level as well as mentoring the youth champion.


Dimensions of the Role
  • Ensuring the quality of GESI Situation Analysis research as a base of GESI integration into the project implementation;

  • Design/ develop effective and qualified project intervention to achieve equality for young women. This task includes integrating Gender Equality and Social Inclusion (GESI) values into training module.

  • Monitoring and Mentoring Youth for GESI values implementation in their families and communities

Accountabilities
Effective and Efficient Management of Overall Project
  • Develops and update Detailed Implementation Plan (DIP) of the project related to GESI mainstreaming;

  • In cooperating with partner, developing GESI perspective business training and assistance methods;

  • Ensuring project quality to achieve GESI standard in lining with YPII standards, including planning, implementing, monitoring and evaluating phases.

Effective Working Relationship with Partners, and Other Plan Offices
  • Facilitating GESI workshop to partners and stakeholders;

  • Support youth recruitment process to increase young women participation.

Monitoring, Evaluation, Research and Knowledge Management (MERKM)
  • Conduct GESI Monitoring process and workshop;

  • Coordinating with YEE Program Management to ensure project report quality.

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GESI)
  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work;

  • Participates actively in capacity building and learning event on Safeguarding Children and Young People and Gender Equality and Inclusion;

  • Understands and puts into practice the responsibilities under Safeguarding and GESI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.

  • Project Manager: guidance for project’s strategic direction and implementation, support data analyses for reporting

  • Partner Project Coordinators: provide guidance on the strategic direction of GESI integration

  • YPII GESI Specialist and YEE Program Advisors: Inform and consult to solicit technical support for cross-cutting issue to ensure it is mainstreamed in project activities

External relationship
  • Government; Village Government, Cooperative and Micro Enterprise Office

  • Implementing Partners in Kupang

Technical expertise, skills and knowledge
Essential
  • Undergraduate degree in education, social fields or other related field in the promotion of youth economic empowerment and gender equality;

  • At least 3 years’ experience in gender, inclusion, youth and community development;

  • Has strong communication skills in community development.

Desirable
  • Demonstrated experience in working with children and youth

  • Experience in working in a multi-cultural organisation

  • Demonstrated knowledge in international development tools: program logic, Monitoring, and community empowerment

  • Demonstrated knowledge of gender transformative approach, gender-based violence, child rights, and inclusion
