BACKGROUND

Unemployment in Indonesia is at record high levels due to COVID-19, with disproportionate impact on informal and service workers, women, and youth. By the end of 2020, Indonesia’s open unemployment rate surged to 7.07%, almost 2% higher than the previous year’s rate and its highest level since 2011 with a total of 9.77 million people unemployed by August 2020, 37.61% higher than the previous year. COVID-19 has also deepened Indonesia’s gender inequality, with unemployment disproportionately affecting women, since most are employed in sectors especially vulnerable to the pandemic, such as retail, hospitality, or garment. Even before the pandemic, only 54% of working-age women were active in the labor force compared to 82% of working-age men, and this rate has been relatively stagnant for the last 20 years. Women in Indonesia are also more likely to be in low-paid jobs when in full-time contracts, and less likely to be employed in managerial positions. Youth are also particularly vulnerable. Even before the COVID-19 pandemic, young people were already 4 times more likely to be unemployed than the adult population. The Indonesian youth unemployment rate was already at 18%, which is doubled the unemployment rate of the total population.

While on the other side, Indonesia’s digital economy quadrupled in size between 2015 and 2019 – at an average growth rate of 49% per year – to reach an estimated $40bn in 2020. This exponential growth, along with the government’s latest “making indonesia 4.0” development plan that prioritizes the country’s technological innovation, creates new employment opportunities but also poses simultaneous labor supply challenges because local technical training is limited, especially due to a shortage of skilled human resources available to provide the knowledge. The skill profile of the Indonesian workforce has not evolved in line with the demands of the labour market. The world bank estimates that between 2015 and 2030, there will be a shortage of 9 million skilled and semi-skilled ICT workers in indonesia. The push for the digitalization of micro, small, and medium enterprises (MSME) is also challenged by a lack of skilled talent and resources. MSMEs are the backbone of Indonesia’s economy. They have contributed consistently to more than 50% of Indonesia’s gdp since 2010 until before the covid-19 pandemic[1], with more than 90% absorption of Indonesia’s labor force[2]. When the covid-19 pandemic hit, the digitalization of MSMEs was one of the key strategies identified to build back better. The Ministry of Cooperatives and SME has set a target for 30 million MSMEs to go digital by 2024.


Nevertheless, MSMEs still struggle to go digital. From plan Indonesia’s study on youth-led micro and small enterprises in Covid 19, information technology still poses a challenge. This study also found that youth enterprises with more access to technology performed better during the pandemic. This resonated across other studies that found women working in MSMEs with a slower adoption of ICT applications in their business received about 30-70% less income compared to those who haven’t. In response to the challenge and opportunities above, plan indonesia will recruit, train, and place 10,000 young people in 18 months project in several areas in indonesia, with majority of them will be young women, in IT career pathways providing them with free certified training materials and courses along with wraparound services to support course completion and placement into it career pathways. To support the pipeline of skilled talent for MSME digitalization, an emphasis will be put on expanding the network of job placement, not limited to formal work but also the gig economy


ROLE PURPOSE

Youth Engagement Officer responsible on recruitment of Youth from project area (Bandung/Cirebon/Surabaya/Malang). She/he will ensure all the youth recruited will engage the program from the beginning until the end of project cycle. She/he responsible to initiate, establish and maintain relationship with youth and/or youth organizations to support project key achievement. She/He will also coordinate with YES! Digital Team and MMIS Digital Consultant for monitoring the youth alumni achievements


Dimensions of the Role

  • The post holder reports to Project Manager

  • The position will develop DIP based on youth engagement strategy that will support the achievement of project target

  • The position will provide technical assistance and advice to materials and approach in the context of youth engagement

  • This position will initiate, establish and maintain relationship with youth and/or youth organizations to support project key achievement

  • Another tasks that the supervisor required

  • Represent YPII in exchange of information and community of practice forums and events at National, Regional and Global level as requested by Project Manager.

Accountabilities

Program Quality

  • Provide critical technical input into the strategy, design, indicators and proposed detailed implementation plan of youth engagement strategy.

  • Develop and review program implementation guidelines, proposal, tools, materials for youth engagement under Project

  • Be updated on youth engagement tools from Plan International, including utilization of MMIS digital platform for monitoring youth achievements

  • Conduct mapping on youth organizations relevant to the needs of the project. Build contacts, liase and collaborate with identified youth otranizations

  • Build and implement internal mechanism to have continuous engagement with youth target as well as youth engagement stakeholders and provide the youth opportunities to voice out internally and externally

  • On behalf of the project, will coordinate in day to day basis and handle administrative task on the recruitment process, supporting youth during reskilling and continue the support untill placement and post placement

  • Alert Project Manager and coordinate with internal related staff as well as external stakeholder (if required) if there are any variations from initially agreed workplan and strategy

  • Develop relations and network with youth organizations in the context of providing support for the young people.

  • Develop solid recruitment plan, and ensuring high quality result of the recruitment

  • Ensuring youth data is updated from the enrollment untill completion of the program

  • In charge of the use of Youth engagement platforms and promote the utilization among youth and youth organizations

Building Capacity

  • Advise other project staff member on ways to improve project quality

  • Providing capacity building for appointed partner in terms of youth engagement in economic sectors

  • Monitor and Evaluate performance of partners and consultants in relation with youth engagement

  • Support continuous learning of other technical staff through workshops, seminars and conferences.

Learning

  • Documented learning in project documents and reports

  • Share learning and best practices and insure that they are incorporated into future work

  • Help to develop and oversee ToRs for Youth Engagement-related activities.

  • Ensure up to date with current trends of youth movement nationally and globally, and YEE in covid 19 context

  • Conduct continuous search for innovation and improved learning program practices within and outside Plan Indonesia to pursue continuous program improvement

NetWorking and advocacy

  • Initiate, establish and maintain relationship with youth organizations that can support the achievement of the project

  • Represent YPII in TVET and youth related forums as requested by Project Manager

Safeguarding of Children and Young People

Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

  1. Project Manager: provide technical support, mentoring and capacity building on project implementation

  2. Project Coordinators: liaise and coordinate for technical support in relation with Youth Engagement practices

  3. MER Coordinator: liase and coordinate in MER supporting activities in relation with Youth Data

  4. Advisors: Inform and consult to solicit technical support for cross-cutting issue to ensure it is mainstreamed in project activities

External

  1. Implementing partners: provide support and capacity building for youth engagement activities

  2. Consultants: assess and review deliverables to ensure quality

  3. Private Sector Associations: supporting the selection of youth for job placement, and in coordination with Private Sector Engagement held periodical meeting with private sectors partners to gather feedback of the graduates for further improvements

  4. YES! Digital Team: utilization of YES!Academy digital platform

Technical expertise, skills and knowledge

Essential

  • Bachelor degree in social sciences or any related field

  • At least 3 years of experience in youth engagement

  • Good analytical and networking skills

  • Well informed about youth movements and youth organizations in education or economic sector in Indonesia

  • Good interpersonal communication and facilitation skills for mentoring and knowledge sharing for young people

  • Possess good judgement to deal with conflict

  • Able to work both in team and independently with minimum supervision

Desirable

  • Master’s degree in related social science

  • Networks with youth organizations and / or to youth movements
